You can use the Google Forms' print option to download the responses as PDF. There are two options to download form responses as PDF in Google Forms. Open your form in Google Forms > click Responses > click Individual > click on the Print icon > select Save as PDF and click Save. You can use the back and next buttons to navigate through the form responses and download them as PDFs one response at a time. However, this process can be tedious if you have hundreds of responses.  Open your form in Google Forms > click Responses > click on the more icon > click Print all responses > select Save as PDF and click Save. All the form responses will be saved as a single PDF file.
